Many people concentrate on the design of a website to be the project. There are so many people selling beautiful site templates for Joomla like Osskins or Jamboworks, that you can enter your content and site structure , and then choose the best look and feel for your needs. You can "theme" or "skin" a site this way, separating the presentation part from the underlying content. When people see this approach to site building they are shocked by what an amazing product they receive. Site templates are under 50 dollars.

This new approach makes old fashioned site "designers" obsolete. If you choose one of these types of "design only" vendors, they simply leave you with a slick site that only they can update or edit. You want fresh content links on your homepage / dynamic expiration / polls , contact forms, store front, discussion forums, image galleries and all of the site registration capabilities that big sites have. With these systems- you get a site publishing system that would have cost in the tens of thousands of dollars for free.
